Permanent Residency Permit Application for 

Spouse of Chinese Citizen or Foreigner 

who has Permanent Residency Qualificationin China

I. Application Object: The spouse of citizen or foreigner who has permit residency qualification in China apply for permanent resident permit.

II. Application Document and Requirement

  The spouse of Chinese citizen or foreigner who has permanent residency qualification in China with the marriage relation exceeding 5 years, lives in China for more than 5 years continuously, lives in China no less than 9 month in each year and has stable living guarantee and place.

1Valid foreign passport or certificate instead for passport

2Health Certify Letter issued by health guarantee department appointed by Chinese government or foreign health medical institution authenticated by Chinese embassy/ consulate stationed abroad.

3No criminal record certificate at broad authenticated by China’s embassy/consulate stationed abroad.

4Four recent frontal colorful photos in two inches

5Primary residence household certificate of the Chinese spouse or Foreigner Permanent Residency Permit of foreigner spouse, marriage certificate, notarial living guarantee certificate & house rent or house ownership certificate. The above certificate issued by foreign country should be authenticated by Chinese’s embassy/consulate in that country.

III. Application Time Limit

The public security organization shall make the decision of approve or refuse within 6 months since the application date of the foreigner apply for permanent residency in China.

Handling organization: The organization for foreigner apply for permanent resident permit in China means the municipal level people’s government public security organization, direct-controlled public security sub-bureau or county bureau; The audit organization for foreigner permanent resident permit application in China means the provincial, autonomous administrative region, direct-controlled municipal public security department/ bureau; The approval for foreigner permanent resident permit application in China means the Ministry of Public Security.
